I recall a short story about a Bureaucracy where the government employees got points for giving people the run around! It was hilarious. I would really like to locate this story - title & author. I often mention it to other people as a good example of Bureaucracy gone mad. Does anybody recall this short story? Do you find this valuable?

Easy Points by Kathleen V. Westfall October 1980 and I reprinted it in The Omni Book of Science Fiction #4, ed. Ellen Datlow, Zebra 1985-you can likely find the volume used. Do you find this valuable?
